The Axel Group is seeking a Senior Utilities Project Manager to join our client’s team in Orange County, Florida. This firm, a privately owned multi-disciplinary consulting firm, provides comprehensive infrastructure and land development services, including civil engineering, transportation planning, surveying, and construction management. The Senior Utilities Project Manager will play a key role in managing projects from concept through design, permitting, bidding, and construction, while also supporting client relationships and contributing to business development efforts.

Lead and oversee utility infrastructure projects encompassing water distribution, wastewater collection, pumping stations, force mains, gravity sewer, reclaimed water systems, and utility rehabilitation or expansion initiatives.
Manage projects across all phases, including planning, feasibility studies, preliminary and final design, permitting, bidding, and construction support.
Serve as the main liaison for clients, subconsultants, regulatory agencies, and internal project teams, ensuring clear communication and project alignment.
Develop project scopes, schedules, budgets, and staffing plans, actively tracking progress to achieve project objectives.
Provide senior technical guidance and quality assurance on engineering documents, calculations, reports, plans, and specifications.
Coordinate multidisciplinary teams, including civil, structural, mechanical, electrical, instrumentation and controls, environmental, and GIS professionals.
Cultivate and sustain strong relationships with municipal utility owners and public-sector stakeholders.
Identify opportunities for additional work, support proposal development, participate in client interviews, and contribute to the growth of our utility practice.
Mentor engineers, designers, and junior staff to foster technical expertise and career development.
Support construction phase activities, including reviewing submittals, responding to RFIs, evaluating change orders, and performing site visits as needed.
Qualifications
Bachelor’s degree in Civil Engineering or related field
10+ years of experience in utilities engineering, with a focus on municipal water and/or wastewater projects
Professional Engineer (PE) license required
Proven project management experience, including leading multidisciplinary teams
Strong technical expertise in utility design and infrastructure systems
Proven history of mentoring and developing junior staff
Demonstrated client management and relationship-building skills
Exposure to or interest in business development and growing client accounts
Excellent communication, leadership, and organizational skills
